Following similar moves by cross‑border brokers such as Futu and Tiger Brokers, some China-funded Hong Kong brokers are clearing mainland client flows. To comply with regulatory requirements, Guotai Junan International on Sept. 26 implemented partial service restrictions for existing mainland investor accounts: when an account is accessed from a mainland China IP it cannot receive deposits or place buy orders and can only withdraw funds and sell; when logged in from an overseas IP deposit, withdrawal and trading functions remain unaffected. Clients who obtain and register overseas identification will be treated as overseas holders and exempt from the restriction.

Semafor reports Senate Commerce Committee Chair Ted Cruz (R-Tex.) and Sen. Amy Klobuchar (D-Minn.) said bipartisan negotiations on AI safety have stalled and the committee will not take action before the election. Klobuchar said she is still consulting with Republican senators and hopes to pass strong AI safety safeguards by year-end, but it remains unclear whether a bipartisan bill can be produced before the election. Cruz said passage is possible but no decision has been made.
