Mimura said the prime minister, finance minister and the US have all sent very clear messages and he will monitor whether markets continue to heed them. He declined to comment on the prospect of further FX intervention but said he was neither satisfied nor reassured by recent yen moves, signalling the government remains alert to further yen weakness.

The State Council called for a package of targeted incremental fiscal measures, optimisation of fiscal spending and full use of remaining local government debt quotas. It urged comprehensive deployment and timely adjustment of monetary policy tools and higher relending quotas for tech innovation, technology upgrades, agriculture and small firms. The council requested study and introduction of measures to stabilise the property market and support employment and incomes. Authorities were told to coordinate to stabilise investment by accelerating project preparation, mobilising private capital, securing project inputs and speeding approvals. Beijing will continue to design reserve policies to bolster domestic demand, prioritise high-multiplier initiatives, improve supporting measures and allow qualified localities to pilot ahead.
