At a State Council Information Office briefing on Sept 29, Vice Minister Zhang
Guangjun said the Ministry of Science and Technology will, during the 15th
Five-Year Plan period, support firms’ routine participation in national
tech-innovation decision-making to strengthen their voice. The ministry will
establish a policy framework to channel projects, platforms, data, talent and
funding toward enterprises, accelerate cultivation and scaling of leading tech
firms and encourage large firms to open research platforms and application
scenarios to SMEs. It will also support enterprise-led innovation consortia with
universities and research institutes to target industry-driven technology
problems.
