Slovakia central bank governor Peter Kazimir said debt costs have risen as financing costs increase, driven in part by artificial intelligence and other factors.

UK Chancellor John Healey said fiscal discipline will be the core of his first budget on Oct. 28, warning that debt-servicing costs are crowding out funding for public services. Speaking at the Labour conference, Healey said the budget’s aim is to create breathing room for households and businesses, support growth and jobs in more regions, and open a hopeful new chapter for the UK. He said high debt levels run counter to Labour values and that he and the prime minister are aligned in sticking to fiscal rules.

China’s General Office of the CPC Central Committee and General Office of the State Council issued a 15th Five-Year Plan for cultural heritage protection and inheritance and instructed local authorities and departments to implement it. The plan sets targets to 2030: complete a national inventory of cultural heritage resources; basically sort out oversight structures; strengthen legal and regulatory frameworks; expand professional talent; improve protection inspections; and establish an integrated national cultural heritage protection system that reinforces heritage’s role in building a socialist cultural power. Key tasks include building the integrated protection framework; raising protection standards for immovable cultural relics; advancing archaeology and historical research; strengthening movable relics protection and museum management; protecting historic cities, neighborhoods and villages while promoting living transmission; safeguarding intangible cultural heritage; advancing construction and protection of national cultural parks; boosting heritage governance capacity; and enhancing education, technology and talent support and international cooperation.
