China urged the Philippines to stop multilateralizing the South China Sea dispute and return to bilateral consultations after Beijing exercised its right of reply on Sept. 28 during the 81st UN General Assembly general debate. Deputy Permanent Representative Sun Lei said the UN is not an appropriate forum for the issue but Beijing deemed it necessary to rebut Manila’s remarks. China reiterated its long‑standing position that the “so‑called South China Sea arbitration” was unilaterally initiated by the Philippines and contravenes core international‑law principles such as state consent and pacta sunt servanda, including UNCLOS. China called on the Philippines to resume bilateral talks and jointly manage differences to maintain peace and stability in the South China Sea.

Spain, Portugal and Luxembourg urged the EU to adopt a 2040 renewable-energy target to reduce reliance on energy imports, citing geopolitical uncertainty and risks such as a Strait of Hormuz blockade. In a letter to EU Energy Commissioner Dan Jørgensen, the three energy ministers said the bloc should accelerate the shift away from fossil fuels and speed deployment and integration of renewables. The appeal comes as the EU frames long-term energy goals toward climate neutrality by 2050; the bloc plans clean energy to make up 42.5% of final energy use by 2030, while some members — including Spain at 48% — have set higher national targets.
