President Putin said if Russian territory, including the Baltic exclave Kaliningrad, were directly attacked, Moscow would consider using "all weapons the state possesses." He said recent warnings from the foreign ministry were not intended as intimidation but as a response to Western pressure. The foreign ministry had earlier warned that attempts by Western states to isolate Kaliningrad could prompt Russia to deploy its entire weapons arsenal in defence. NATO called the remarks "irresponsible nuclear rhetoric," saying they were unacceptable and reaffirming it will continue to defend allied territory.
