Canada's Fraser Institute said in its Economic Freedom of the World 2026 report,
released June 6, that Hong Kong remains the world's freest economy. The Hong
Kong government said the ranking reaffirmed its free-market strengths and open,
efficient and fair business environment. Hong Kong ranked first in international
trade freedom and second globally on regulation among the report's five
assessment categories. The government said that amid rising global economic
uncertainty and protectionism, Hong Kong maintains free-port status, a
zero-tariff policy and a simple low-tax regime to provide a stable, predictable
environment for domestic and foreign investors.
