MOFCOM and six other ministries issued a notice launching a "Five Excellence"
quality e‑commerce action to push higher‑level opening of the e‑commerce sector.
The plan calls for deepening Silk Road e‑commerce multilateral and bilateral
cooperation and expanding policy exchanges, industry matchmaking, capacity
building and local partnerships; stepping up participation in global e‑commerce
governance; accelerating implementation of a one‑declaration/two‑report
mechanism, electronic bills of lading and cross‑border identity authentication;
and shifting cooperation emphasis from goods export to regulatory and rules
alignment.
