The Central Political and Legal Affairs Commission issued an opinion requiring
stricter legal prosecution of crimes that endanger food safety, setting three
market‑relevant directives. First, enforcement will prioritize high‑concern
areas — meat products, campus food, health foods, and fruits and vegetables —
and key links including production and processing, online sales, terminal
catering and food imports; authorities are directed to deepen case leads and
punish offenders severely to signal strict enforcement. Second, the opinion
demands strict legal standards across the criminal process — investigation,
arrest, prosecution, trial and sentence execution — with tighter control over
probation and exemption from punishment and heavier penalties for cases with
serious facts or adverse impacts. Third, authorities will strengthen supervisory
oversight and guidance of enforcement.
