The Civil Aviation Administration of China, with the NDRC, Ministry of
Transport, MOFCOM, SASAC and CUSTOMS, issued Opinions on promoting the healthy,
orderly development of international air cargo. The paper sets a 2030 target to
materially boost global hub connectivity, raise firms’ international
competitiveness, extend route networks to cover key global markets, and lift
operational capacity and transshipment efficiency to internationally advanced
levels. It calls for building a safe, reliable, green, smart, open and
integrated international air‑cargo system, supporting the construction of a
"Global 1-2-3 Fast Cargo Logistics Circle," and developing air‑cargo support
capacity aligned with China’s opening and global trade layout.
