Neil Atkinson, former head of the IEA oil market division, said the diesel
supply agreement announced by Trump leaves unclear where the fuel will
originate; if supplies must come from Russia’s domestic market it would
significantly damage the Russian economy. He noted the G7’s recent approval to
release 50 million barrels of diesel has, because scale, timing and delivery
locations remain unspecified, done almost nothing to ease market tightness, and
said the US–Russia agreement faces the same constraint. Atkinson added that an
initial shipment of 300,000 tonnes (roughly 70,000 b/d over one month) would be
negligible against US diesel demand of about 3.7 million b/d and global diesel
demand near 29 million b/d.
