The National Railway Administration published a Railway Technology Innovation
15th Five-Year plan setting 2030 targets to build a mature, collaborative
innovation system with consolidated platforms and talent. The plan aims for a
marked rise in technological capability and major breakthroughs in key
technologies, more advanced and reliable equipment, globally leading engineering
and construction techniques, significantly higher transport service capacity,
full-area deployment of intelligent applications, strengthened safety assurance,
and widespread adoption of green, low‑carbon technologies to underpin a
sustainable, modernized Chinese railway network.
