China's Ministry of Transport has issued guidance on AI application scenarios in the water-transport sector, directing development of AI-based safety management systems that leverage knowledge graphs, large language models (LLMs) and process automation for automated compliance checks, autonomous hazard detection and online personalized training to raise port safety controls. The guidance targets high-risk scenarios — human–machine joint operations, ship–shore hazardous-goods handling, hot work and confined-space operations, and severe-weather operations — and mandates scenario-based risk simulation and quantitative assessment models integrating video recognition, multi-source data collection and pervasive intelligent sensing to enable early risk identification, dynamic monitoring, intelligent analysis and automated warnings.
