Hangzhou issued local implementation opinions reforming the commodity housing
sales system and introducing a deposit regime for completed-home sales. For
projects sold as completed units, developers must obtain the building
construction permit and file a deposit-sales plan with the local housing
administrative department before signing purchase deposit contracts; deposit
amounts may not exceed 5% of the property's total price. Deposits must be kept
in supervised funds accounts and supervision is removed once the property meets
delivery conditions. The city will adopt a standardized deposit-contract
template and strengthen contract management; detailed rules on contract
management and deposit supervision will be issued separately.
