Shenzhen issued implementation opinions to enact the Notice on improving the commodity housing sales system. Projects that obtain pre-sale permits after Aug. 28, 2026 may only receive personal housing loans, including provident fund loans, after completion filing; loan proceeds must be paid via entrusted payment into funds-supervision accounts. The city will boost development-loan support for projects selling completed units and for projects meeting ‘safe, comfortable, green, smart’ ("good house") standards. Lenders must stage disbursements to match construction progress, channel funds via trustee payments from accounts at the lead bank to project counterparties, ensure proceeds are used exclusively for construction, and, for mixed completed/presale projects, satisfy reasonable financing on market principles with loan timing aligned to the construction cycle.
