Lai Xiufu, director-general of the NFRA asset-management bureau, said the agency will strengthen risk prevention and close regulatory arbitrage and rule gaps by revising asset-management rules. The review will cover manager–client relationships, financial markets, the interbank sector, the real economy and social governance, and will bolster cross-departmental coordination and linkages with the PBOC and CSRC, including deeper information sharing and digital cooperation.

Hong Kong’s first five‑year plan aims to become an Asia‑Pacific hub for low‑altitude innovation. A government working group is drafting a Development of the Low‑Altitude Economy Action Plan to strengthen regulatory frameworks, standards and infrastructure. Measures under consideration include jointly studying with mainland China the establishment of an international low‑altitude economic cooperation organization, fast‑tracking cross‑border low‑altitude logistics test flights and gradually expanding a Greater Bay Area cross‑border low‑altitude logistics network. The plan also prioritizes R&D for low‑altitude infrastructure and construction of smart low‑altitude traffic management systems. The Hong Kong government is consulting stakeholders and expects to complete the draft within the year.
