By the close, NYMEX November WTI rose $2.25 to $103.66/bbl, up 2.22%; ICE Brent December fell $0.31 to $109.55/bbl, down 0.28%.

For clusters in an accelerated growth phase, policy will target closing shortfalls, reinforcing strengths, bolstering leading firms and optimizing ecosystems to convert development potential into core competitiveness.
