Former PBOC governor Zhou Xiaochuan said on Oct. 20 at the 2026 Bund Summit
roundtable on AI and productivity that AI’s development will produce both
successful and failed investments. With very large capital flows into AI and
related infrastructure, Zhou warned that a wave of investment failures could
trigger financial turbulence and potentially a crisis, requiring large-scale
economic support and rescue measures for some financial institutions. He called
for research and pre-positioning of policy tools in the toolbox to respond to
such shocks.
