adhere to a stability-first growth framework, strengthen capital-market
functions that coordinate investment and financing, and work to lift market
resilience and confidence. Southwest Securities chief economist Ye Fan said

cross-industry risk transmission, and seeking to attract long-term capital via
active ETFs and long-horizon performance assessments — a 'build the dike, then
introduce water' approach to provide markets with resilience and a base.
