Shanghai issued its Urban Renewal Three-Year Action Plan (2026–2028), directing
faster and larger-scale urban-village redevelopment and on-schedule relocations
for whole-project renovations, primarily demolition and rebuilds. The plan
mandates 700,000 sqm of comprehensive old-housing renovation, with a target to
finish non-standard small-beam/thin-slab house upgrades by end-2026, and roughly
24.0 mln sqm of old-residential-community upgrades. It requires housing
inspections and targeted remediation of dangerous/dilapidated homes and calls
for 12.0 mln sqm of energy-efficiency retrofits on existing residential
buildings. The plan backs elevator replacement and retrofit, installation of
elevators in existing blocks, and upgrades to parking, EV charging and
accessibility for older communities; it also promotes renewal of non-standard
lane houses, apartments and garden housing and trials owner-led renovation
models. Authorities will advance related site-level planning and build or
improve more than 100 “beautiful neighborhoods.”
