The General Office of the CPC Central Committee and the General Office of the
State Council issued guidance to deepen integration of scientific and industrial
innovation, directing stronger basic-theory and foundational-technology R&D,
systematic identification of disruptive technologies, and faster scientific and
technological breakthroughs. It mandates an industrial-innovation programme to
simultaneously advance innovation infrastructure, tech R&D and product
iteration, accelerate new energy, new materials and aerospace development, and
promote locally tailored, complementary strategic-emerging-industry clusters to
create new pillar sectors. The guidance also calls for orderly development of
the low-altitude economy and urges accelerated commercialization and
industrialization of frontier fields — quantum technology, biomanufacturing,
hydrogen and fusion energy, brain‑machine interfaces, embodied intelligence and
6G — by exploring multiple technical routes, prototype application scenarios and
viable business models.
