He said L5 must be redefined—cars are passive automated platforms while robots perform active 24/7 tasks—and that prior L5 definitions focused on technology rather than safety and scene controllability. He added regulators must prioritise safety and governance for higher-level autonomy to progress, and that the commercially relevant opportunities are L2, L4 and a redefined L5, with L3 essentially an enhanced form of L2.
