The Ministry of Industry and Information Technology (MIIT) and seven other
ministries issued the 15th Five-Year Plan for Enhancing Industrial Base
Capabilities, directing AI to accelerate industrial foundational innovation. The
plan prioritizes R&D of both general-purpose and industry-specific large models
for industrial sectors, integration of mechanistic industrial models with agent
decision models, and development of intelligent-native foundational products. It
promotes model-as-a-service and agent-as-a-service business models and calls for
rapid deployment of AI across product R&D, design simulation, pilot
verification, and production operations to boost intelligent process management,
analytics/forecasting and decision execution, and to accelerate iteration of
industrial-base innovation.
