The Ministry of Industry and Information Technology (MIIT) and eight ministries
issued the 15th Five-Year Plan for Enhancing Industrial Foundation Capabilities,
calling for cultivation of world‑class enterprises and urging leading firms in
foundational industrial sectors to consolidate supply‑chain resources to become
world‑class. The plan directs state-owned enterprises to leverage advantages in
technology, scale, application scenarios and talent, and to open and share
engineering practice, R&D and supply‑chain resources via long-term technical
cooperation and joint market expansion to foster a cohort of sectoral leaders.
