Li Changqing, second-level inspector in SAMR’s Quality Development Bureau, told the 2026 World Intelligent Connected Vehicles Conference that innovation must be balanced with safety. He said firms should embed safety across R&D, verification and iteration, and regulators will prohibit sacrificing safety for speed and prevent deployment of “aggressive innovation” lacking scenario validation. Auto manufacturers must bear primary product quality and safety responsibility, strictly fulfil accident-reporting and defect-recall obligations, and are banned from concealment or underreporting; inadequately validated products must not be put into service. He also urged aligning enterprise quality initiatives with stronger supply chains and coordinating domestic governance with international mutual trust.
