The Ministry of Housing and Urban‑Rural Development, the Ministry of Industry
and Information Technology and four other ministries recently jointly issued
Guiding Opinions on promoting renovation and upgrading of aging urban blocks and
factory sites, defining priority types for refurbishment. Local authorities must
use city inspection results to identify blocks and factory areas with aging
buildings and municipal infrastructure, shortages of public services and public
space, or weak industrial function and development vitality as renovation
targets; coordinate renovation scope and implementation sequencing; and produce
project implementation plans that incorporate urban‑design requirements to guide
higher‑quality upgrades.
