China's State Administration of Foreign Exchange (SAFE) published a draft notice seeking comments to broaden the scope of firms eligible for cross-border financing facilitation. The proposal would permit certain tech and manufacturing firms — including innovative SMEs, manufacturing single‑champion firms, technology-reform demonstration enterprises, national enterprise technology centers, firms graded advanced or above in the intelligent factory development ladder, and firms on the Ministry of Agriculture and Rural Affairs' key laboratory list — to borrow foreign debt up to the equivalent of $10 mln. Firms selected through relevant departments' innovation points system could apply for foreign debt up to the equivalent of $20 mln.
