Ukraine, the U.S. and SpaceX have offered conflicting accounts over use of a
military-grade Starlink system in Ukraine. Ukrainian President Zelenskiy said
Ukrainian forces were rate-limited and service has not been fully restored.
Trump said he was unaware and that limits have been lifted. Responsibility
appears to be falling on SpaceX CEO Elon Musk, though Musk has said the
military-grade Starlink used by Ukraine is owned and controlled by the U.S.
government and that any restrictions on speed or use are set by the U.S.
military and ultimately depend on the U.S. president.
