Shanghai Municipal Commission of Economy and Informatization issued an action
plan to accelerate next‑generation intelligent manufacturing. Targets by 2028
include full coverage of intelligent factories among the city's key
manufacturers and universal AI application in smart factories; 500 advanced
smart factories; over 2,000 AI application scenarios in manufacturing;
development of 10 advanced vertical‑domain large models and rollout of more than
300 high‑level intelligent agents; new infrastructure to support next‑generation
intelligent manufacturing; industrial robot density of 600 units per 10,000
people and deployment of 8,000 humanoid robots into factories; AI‑enabled
intelligent manufacturing equipment industry scale to exceed 200 billion yuan
and intelligent manufacturing systems‑integration industry to reach 100 billion
yuan. The plan also targets completion of the '54321' objectives.
