Shanghai municipal government office issued an action plan to accelerate SME
digitalization and high-quality development. The plan will build a digital
public service platform integrating data, compute, software and models and offer
SMEs free trials or discounts; strengthen city-level intelligent compute
scheduling; optimize compute, model (Token) and corpus vouchers; and create a
unified application mechanism for compute and model service providers to expand
SME coverage. It implements the national SME digitalization pilot, will continue
sourcing small-fast-light-accurate digital products to help specialized,
high-tech and manufacturing SMEs digitalize production, quality inspection,
energy use and supply chains, and directs the integrated-circuit first-round
wafer flow policy to tilt toward eligible SME projects.
