Oct. 30 — Changsha Municipal Housing and Urban‑Rural Development Bureau,
Municipal Natural Resources and Planning Bureau and the Hunan office of the
National Financial Regulatory Administration issued Implementation Opinions to
implement the national commercial‑housing sales reform (the Changsha rules).
Measures cover six areas: presale classification controls, orderly release of
completed homes, sponsor‑bank mechanism, developer financing support,
land‑supply optimization and construction management. Presale topping‑out
verification is stricter than in Hefei and Chengdu: a single building may only
be treated as topped out after the main‑structure roof slab concrete pour, and a
signed, stamped Main Structure Subproject Quality Acceptance Record must be
issued by construction, survey, design, contractor and supervision parties.
Newly released land plots are to be prioritized for completed‑home sales;
developers may accept booking deposits after obtaining a construction permit
with deposits subject to full supervision, and may file for sales once
completion documentation meets standards. Properties and land must be free of
mortgage or seizure; mortgagees may consent to sale of mortgaged units but must
commit to a mortgage‑cancellation deadline.
