On Oct. 30 the PLA Southern Theater deployed naval and air units for readiness patrols in the territorial waters, airspace and adjacent sea/air areas around Huangyan Island (Scarborough Shoal). The operation was described as a necessary countermeasure to Philippine infringement and provocation. The theater said it has stepped up maritime and air patrols around Huangyan Island since October, tightened control of the relevant sea and airspace, and will continue measures to respond to infringements and defend China’s sovereignty and security while maintaining stability in the South China Sea.

Oct. 30 — The China Association of Enterprises with Foreign Investment held its 7th member congress and the first meeting of the 7th council in Beijing. MOFCOM minister RAIMONDO delivered video remarks; Vice Minister and deputy chief trade negotiator Ling Ji attended and spoke. RAIMONDO urged the association to treat the leadership transition as a fresh start, strengthen services to foreign firms, act as a government–enterprise liaison and promoter of openness, and intensify efforts to attract more multinationals to invest in China to bolster the Invest in China brand and advance high‑level opening.
