Iranian foreign ministry spokesman BAGHAEI said on Nov. 2 the secretary of
Iran’s Supreme National Security Council will decide how and whether to respond
to a U.S. letter based on national interest. He said all indirect, mediator-led
talks with the U.S. are primarily built on Iran’s "seven-day plan", which has
been streamlined and can be fully implemented within two days; its timing
flexibility reflects Iran’s goodwill. Implementation of the plan, the start of
negotiations and restoration of security in the Strait of Hormuz depend entirely
on U.S. decisions, conduct and concrete actions.
