The ministry will use a “point, line, surface” approach: at the point level it will organize scenario‑based AI+ application projects, prioritizing hazardous, dirty, strenuous, complex and hard‑to‑operate scenarios such as mining, high‑altitude work and emergency rescue to address industry pain points and build demonstrator projects; at the line (industry) level it will continue developing national AI application pilot bases in manufacturing, energy, transport and healthcare, coordinate supply of compute, models and data, and accelerate standards and deployment to lower adoption barriers; at the surface (system) level it will improve the AI+ policy framework, refine and implement key‑industry plans and issue application‑scenario classification guidance to provide institutional support for AI+ expansion.
