The plan seeks a 4% cut in CO2 per transport tonne‑kilometre (RTK) and a 15% cut in CO2 per airport passenger handled versus the 14th Five‑Year period, and aims to keep Chinese civil aviation among global leaders. It calls for optimizing the energy mix, significantly enhancing coordinated carbon‑and‑pollution reduction capacity, strengthening SAF industry competitiveness and steadily expanding sustainable aviation fuel (SAF) use, accelerating renewable energy deployment at airports, and building a clean, low‑carbon, safe and efficient civil aviation energy system.
