The New York Times, citing US officials, reports the US is negotiating a Status
of Forces Agreement (SOFA) with Venezuela to create a legal framework for a
long-term US troop presence. Talks are being led by Secretary of State Rubio;
the size and locations of any forces would be set in subsequent agreements. The
State Department says the SOFA is intended to provide legal cover for military
cooperation, training, exercises and humanitarian assistance. US officials hope
to expand security cooperation but have not discussed establishing military
bases. Negotiations face domestic anti‑US factions and political opposition in
Venezuela, and US‑Venezuela talks are also covering political reconciliation,
future elections and the release of political prisoners.
