The National Health Commission and the National Administration of Traditional Chinese Medicine have revised the 2018 Procedures for Drafting the Rare Disease Catalogue and issued a 2026 edition to strengthen rare-disease management and improve the catalogue's scientific basis while enhancing diagnosis, treatment and patient support. Major changes: expanded criteria for inclusion and broader disease coverage; additional eligible applicants for proposing catalogue entries to involve relevant professional bodies; the National Administration of Traditional Chinese Medicine added as a co-issuing agency, with clarified TCM responsibilities and an emphasis on TCM–Western medicine coordination in rare-disease prevention and treatment; optimization of the drafting cycle to enable timely updates in practice; and explicit guidance that the catalogue is for reference use by relevant departments.

At a Nov. 4 briefing, the National Development and Reform Commission said it will work with other departments to deepen implementation of measures to lower overall logistics costs, prioritising logistics network construction and coordinating major corridors and micro‑circulation, hard infrastructure and soft connectivity, and domestic and international links; it will push logistics hub construction, interconnectivity, corridor capacity expansion, upgrade urban‑rural logistics facilities and strengthen international logistics networks. Relevant departments will issue targeted policies for circulation of key commodities; for fresh agricultural products the NDRC said it will strengthen production‑area market systems and inspection capacity, accelerate farm‑gate pre‑cooling and origin cold‑chain collection/distribution centres, build a number of backbone wholesale markets, reduce circulation losses and speed the modernization of fresh produce distribution.
