The UK Foreign Office says a British national currently in the Democratic Republic of Congo has tested positive for Ebola. UK authorities have activated established procedures to handle the case. The risk to the UK public remains very low.

CHINA STATE PLANNER said it will keep water-network projects a priority, maintain a reasonable level of central investment, and broaden water-sector financing channels by using new policy financial instruments to attract social, especially private, capital and promote more issuance and listings of water infrastructure investment trust funds. Guangdong Yuehai Water’s water REIT recently listed on the Shenzhen Stock Exchange; it is China’s second water-sector REIT.

At the morning close, China’s most-active futures were mostly lower. Low-sulfur fuel oil (LU) slid about 7%, Shanghai tin fell over 5% and fuel oil dropped roughly 5%. Lithium carbonate, platinum and palm oil declined more than 3%; NR20 rubber and styrene (EB) were down nearly 3%. On the upside, caustic soda rose over 2%, while pulp, iron ore and Asia-to-Europe container shipping futures gained just over 1%; eggs were up about 1%.
