The National Energy Administration said on Nov. 6 electricity demand is expected
to increase by roughly 600 bln kWh per year during the 15th Five-Year Plan,
driven by computing capacity and other emerging industries — about three times
Shanghai’s annual consumption each year. The NEA has established a power supply
adequacy early-warning mechanism and targets a supply adequacy ratio above 1.1
by 2030, implying roughly a 10% margin at peak load to ensure the system can
meet peaks and cover troughs in critical periods.
