The State Administration for Market Regulation (SAMR) has launched the fourth batch of national trade secret protection innovation pilots. Since the program began in 2022 SAMR has designated four batches covering 61 pilot regions. The pilots aim to shift protection from awareness-raising to development support and from isolated innovation to system-level governance, yielding more than 450 institutional measures across priority sectors including internet, integrated circuits, biopharma and artificial intelligence and progressively strengthening the trade secret protection framework. National market regulators have also stepped up administrative enforcement; in the first three quarters of 2026 they handled 108 trade-secret infringement cases, with enforcement effectiveness improving.
