On Nov. 6, after initial review at the 25th session of the 14th National
People's Congress Standing Committee, China published the full draft amendment
to the Tax Collection and Administration Law for public consultation. The draft
comprises six chapters and 100 articles; versus the current law it adds 13
articles, deletes 7 and amends 75 while keeping the law's basic structure. The
revision is targeted at implementing decisions of the CPC Central Committee and
the State Council, adapting tax administration to the new economy and new
business models, aligning with personal income tax and other tax reforms,
consolidating tax-administration reform gains, strengthening state tax security
and rule-of-law protections, and embedding taxpayers' legitimate-rights
safeguards to create a fair, transparent and predictable environment for
businesses, especially compliant taxpayers.
