Kolodkin, carrying about 730,000 barrels of crude to dock in Cuba in the coming
days, easing a severe energy crisis triggered by US restrictions on fuel
deliveries. The vessel was nearing Matanzas port as of Sunday. Cuba has faced
widespread blackouts after supply cuts under a near-total US blockade, with
domestic output covering only about 40% of demand. The shipment could power
thermoelectric plants for roughly a week. The US is allowing limited fuel flows
to private businesses but not the government, while Cuba has recently permitted
fuel deliveries to the US Embassy.
