China Premier Li Qiang signed a State Council decree releasing implementation
regulations for the Mineral Resources Law, effective June 15, 2026. The
regulation further refines the mining rights system, including rules on
establishment, transfer, renewal, and allocation. It also details procedures for
mineral exploration and mining permits, strengthens land-use support, promotes
comprehensive resource utilization, and clarifies the legal status of reserve
reports. Additional provisions cover ecological restoration in mining areas,
strategic mineral reserve and emergency systems, and enhanced regulatory
oversight.
