South Africa’s trade authorities proposed broad tariff increases on steel imports to protect the domestic industry from what they called an “unprecedented emergency.” The measures target low-priced imports from countries including China and India, as well as customs fraud and duty circumvention. Proposals include 10% tariffs on nearly 20 steel products, raising duties on pipes and related goods to 15%, and imposing 20% tariffs on certain tools and knives.
