census of urban stock assets, classification and disposal of undeveloped land
and ongoing projects, and reactivation of idle or low‑efficiency assets
including old factories, commercial and office buildings, commodity housing and
public housing. The plan calls for accelerating a new real‑estate development
model and reforming core systems for property development, financing and sales;
it directs city‑specific measures to boost improvement‑oriented housing supply
and to standardize the housing rental market. It prioritizes expanding
affordable housing and strengthening housing support for low‑income urban
households, new migrants and young people. The plan encourages property
developers to pivot into urban renewal, deepens housing provident fund reform to
broaden eligible uses and include flexible workers, and tightens management and
standardization of existing urban infrastructure assets.
