smarter, more granular urban governance and a citywide digital transformation.
The plan mandates building a City Information Model (CIM) foundational platform
as an integrated, data‑fused urban digital base, and standardizing CIM databases
and standards while expanding CIM+ applications in urban renewal. It requires
assigning codes to buildings and municipal infrastructure and creating a
national basic information database for those assets. The plan also promotes
blockchain applications for housing transactions and property registration, and
calls for a three‑tier national‑provincial‑city urban operations management
platform to achieve one‑network unified urban management.
