It instructs deepening comprehensive reform pilots for market‑based allocation of production factors; facilitating the relocation of landmark projects to Xiong'an New Area and promoting coordinated advancement of the “two wings.” The document directs active promotion of the Beijing (Beijing‑Tianjin‑Hebei) international science and technology innovation center to raise the regional conversion efficiency and share of innovation outcomes. It also orders acceleration of a modern capital metropolitan area, advancing the Beijing‑Tianjin “dual‑city” initiative and promoting integrated commuting zones, functional‑zone innovation breakthroughs, and linked development of industrial collaboration circles.
