On May 28, Cuba's foreign minister Bruno Rodriguez said bilateral talks with the
United States have produced no progress. He accused the U.S. of inconsistency
and irresponsibility, saying U.S. conduct in meetings contrasts with hostile
public statements by officials, and warned that as tensions escalate Cuba must
defend itself if attacked.
