Guangzhou’s outline for its 15th Five-Year Plan calls for targeted R&D on 6G technologies and key components, space–air–ground integrated communications, and optical communication technologies and networks. It sets six priority application scenarios: immersive communication, massive connectivity, ultra‑reliable low‑latency communications (URLLC), AI‑communications convergence, sensing‑communications convergence and ubiquitous linking. The plan also pushes R&D in quantum computing, quantum precision measurement and quantum communications, and calls for pilot deployment of quantum technologies in finance, transport, healthcare and meteorology/environmental protection. It aims to build a Guangdong‑Hong Kong‑Macao Greater Bay Area quantum technology industry innovation centre.
