Chinese A-share bank stocks extended gains: Chongqing Bank rose more than 4%, Ningbo Bank climbed over 3%, with Changsha Bank, Qingdao Bank and Industrial Bank also advancing.

The Ministry of Finance and the State Administration for Market Regulation issued guidance to advance high-quality development of local government procurement e-marketplaces. The guidance defines e-marketplaces’ role: primarily to host second-stage transactions under framework agreements for goods listed in the centralized procurement catalogue under the Government Procurement Law; they may, per local circumstances, facilitate small-value off-catalogue goods purchases but purchasers cannot be forced to buy via the e-marketplace. Provincial finance departments must coordinate regional e-marketplace build-out, establish management systems, designate managers (centralized procurement agencies or other entrusted bodies), engage third-party providers for operation, maintenance and price monitoring, and implement supervision together with market regulators. E-marketplace managers are responsible for platform construction, operation and maintenance, drafting service agreements, improving product reference-price formation mechanisms and providing basic transaction support.

China published a draft Beibu Gulf Economic Zone Opening and Development Plan for public consultation, proposing a slate of major infrastructure projects. It calls for an integrated Pinglu Canal transport system and optimized civil‑aviation airport planning and feeder-route construction across the Beibu Gulf zone, accelerating preparatory work for Beihai Airport expansion and military‑civil separation at Nanning Airport to develop an ASEAN‑facing regional aviation hub. The draft proposes upgrading the China–ASEAN information port, strengthening cross‑border digital infrastructure interconnectivity and orderly siting of computing‑power centers to create an ASEAN‑oriented computing hub. It endorses a multi‑source power mix—wind, solar, hydro, nuclear—with coordinated source‑grid‑load‑storage development and accelerates construction of a Beibu Gulf offshore wind base. It also advances major water projects, including the Beibu Gulf ring water allocation scheme, the Pinglu Canal and the Yongbei and Pinglu irrigation districts.
